RESOLUTION 1999 - 05

TRAINING
Approved at the 48th Annual General Meeting held June 30th, 1999

WHEREAS; the Minister has confirmed that police recruit training will remain a core business of the Ontario Police College and the Ministry of the Solicitor General;

WHEREAS; Ontario Police College recently released a document entitled "Future Directions for the Ontario Police College" dated January 1999, and;

WHEREAS; the Ontario Police College, on April 1, 1999, instituted a daily per-capita cost for students attending training delivered at or by the Ontario Police College, and;

WHEREAS; the Ontario Police College will be the delivery agent for Application of Knowledge and Skills Training (AKST), and;

WHEREAS, Ontario Police College will support police in-service training and delivery of Ontario Police College courses by developing and maintaining training standards, training and/or accrediting instructors and monitoring delivery to ensure standards are maintained, and;

WHEREAS; the Ministry has recently filed the Police Adequacy and Effectiveness Standards Regulation (Adequacy Standards) which will have an impact on local police training requirements, and;

WHEREAS; the costs associated with adequacy standards training along with the costs associated with the reallocation of training expenses to local police services will potentially have a significant impact on police services throughout the Province;

THEREFORE BE IT RESOLVED; that the O.A.C.P. Training Committee: Endorses the Ontario Police College offer to develop and maintain course training standards including candidate selection criteria; train and/or accredit instructors; allow police services to deliver Ontario Police College courses and monitor delivery to ensure standards are maintained. Requests that the Ministry maintain the responsibility for developing course standards and for monitoring course outcomes. Requests that the Ministry take immediate steps to abolish fees. Supports in principle the planning being initiated by the Ontario Police College in relation to the identification of training requirements of the Adequacy Standards and provide the funding necessary for police services to meet those standards now and in the future.
