Blue Mountains, ON - The Ontario Association of Chiefs of Police (OACP) is pleased to announce that Chief Mark Campbell of Strathroy-Caradoc Police Service will serve as the association’s President for 2025-2026. Chief Campbell was sworn in during the OACP’s Annual General Meeting today. He succeeds Deputy Chief Roger Wilkie of Halton Regional Police Service, who will remain on the Board of Directors as Past-President.
“I am humbled by the opportunity to represent police leadership throughout Ontario as we strive to enhance relationships and partnerships with our communities, policing partners, and those elected officials serving communities across our province,” said Chief Campbell. “Our association must always strive to reflect the communities we serve, represent a diverse membership and vast geography across all corners of our province as policing continues to meet today’s public safety needs.”
Chief Campbell noted that he is excited for this opportunity to continue collaborating with tremendous police leaders and partners to foster community safety and well-being.
Chief Mark Campbell holds a Bachelor of Arts degree with a major in Political Science from the University of Western Ontario. He began his policing career in 1990 with the London Police Service, where he served in both the Uniform Division and the Community Oriented Response Unit.
In March 1999, he joined the Strathroy-Caradoc Police Service (SCPS), where he has held a variety of roles. His assignments included Uniform Patrol duties such as frontline policing, coach officer responsibilities, and community services. As a Uniform Supervisor, he managed the daily operations and administration of uniform members and played a key role in planning major community events. As Staff Sergeant of Administration, he provided operational direction and oversight to sworn and civilian members, established procedures for effective emergency communications, and served as the Media Relations and Freedom of Information Officer, ensuring transparent and effective communication with both the public and staff.
Chief Campbell served as SCPS’ Deputy Chief of Police from July 2012 to December 2016, was appointed Acting Chief in December 2016, and officially became Chief of Police in May 2017. His distinguished service was recognized with the Police Exemplary Service Medal in 2020 for 30 years of loyal and exemplary service to public safety in Canada, and in 2025, he was awarded the King Charles III Coronation Medal.
Actively involved in police leadership across the province, Chief Campbell has served on the OACP’s Executive Board since 2022 and was elected First Vice-President in 2024. His previous roles with the OACP included Vice-President responsible for the Information Sharing and Common Standards Pillar. In this role, he provided oversight for several key committees and working groups including the Law Enforcement and Records Managers Network (LEARN), Freedom of Information Police Network (FOIPN), Information and Technology Sub-Committee, Corporate Communications Network (CCN), and the Common Police Environment Group (CPEG), which includes the E-Solutions and CPIC sub-committees. Prior to joining the Board of Directors, he served as the Zone 6 Director for the OACP.
Beyond his professional commitments, Chief Campbell served as Board Chair for Middlesex Community Living and as a Board member with the Strathroy Minor Hockey Association. He is also the past Chair of OPTIC (Ontario Police Technology Information Co-operative), an organization that supports 34 municipal services, six Indigenous police services, the Ontario Provincial Police, and various public safety enforcement bodies. Under his leadership, OPTIC collaborated with provincial Justice Technology Services to provide modern technology solutions and data management systems, including Records Management Systems and Computer Aided Dispatch platforms.
