The Ontario Association of Chiefs of Police (OACP) offers a number of educational courses to its police and civilian members. 

Some of the educational courses offered by the OACP:

Hearing Officers Course

The OACP Hearing Officers Committee offers a five-day training course entitled Introduction to PSA Adjudication. As a result of the current COVID-19 pandemic, this year the course is being held virtually with the exception of a one-day mock hearing.

 

The course will be held December 7-11, 2020

 

Course instruction includes:

  • Overview of Parts II.1 and V PSA – Public Complaints
  • Overview of Part V PSA – Internal Complaints
  • Legal and Evidentiary Issues, and Relevant Legislation
  • Principles Governing Dispositions
  • Role of the Adjudicator & Conducting a PSA Hearing
  • Writing Rulings/Decisions (motions, judgements, dispositions)

There is a considerable review of the relevant procedures, legislation and case law through several mock police disciplinary tribunal hearings. Some pre-course and post-course work is required.

 

Evaluation of Learning:

Delegates are evaluated throughout the course.  To successfully complete this course, candidates must complete a post-course written assignment based on course instruction and on a case study presented in a PSA Mock Tribunal Hearing Exercise as assessed by members of the OACP Hearing Officer Committee and course facilitator(s). If candidates do not complete the post-course written assignment within the designated timeframe then the course will be deemed not completed and respective agencies will be notified.

 

Eligibility Criteria and Candidate Selection:

The legislative requirements to be a hearing officer are set out in section 94 (1) of the Police Services Act.  Specifically, for this course, the rank of inspector or higher, and approved by the Chief of Police or Commissioner of the OPP. Note:  Candidates at the rank of Staff Sergeant may participate with written approval of the Chief of Police or Commissioner of the OPP, and approval of the OACP Hearing Officer Committee.

Leadership Forum

The Leadership Forum is a learning opportunity that allows Ontario police personnel to discuss, explore, and exchange ideas on areas of mutual concern/interest in the field of law enforcement leadership and administration. This forum is designed to address practical, operational issues, and provide participants with the tools they need to deal with leadership challenges impacting their organizations. Whether you are a senior officer, frontline personnel or civilian manager, this is your opportunity to engage with your follow police leaders on some of the most critical, contemporary policing issues today.

The program features areas of discussion on tactical issues, security and public safety, and police service challenges from many of our dedicated colleagues and current police leaders. 

 

Media Relations Officers Course

The Ontario Police College, the Ontario Association of Chiefs of Police and the Ontario Media Relations Officers Network are pleased to offer a one-week media relations officers course especially designed for individuals with police services and justice-related organizations. This intensive, hands-on certificate course will prepare participants to master the basics of media relations. The course will be taught by professionals working with police organizations and working journalists.

PRE- REQUISITES
Assignment as a Media Relations Officer or significant participation in police/media relationships within an agency.
 
ASSESSMENT STANDARDS
Full attendance and participation in classes, small and large group work and practical exercises.
 
CERTIFICATION
Certificate will be issued by OACP on behalf of OPC, OACP and OMRON.
