(Blue Mountains, ON) – The Ontario Association of Chiefs of Police (OACP) is proud to announce that the OACP Police Legal Advisors Committee (PLAC) Co-Chairs Sharon Wilmot (Peel Regional Police) and Jason Fraser (York Regional Police) have been awarded the 2025 OACP President’s Award of Merit – the highest honour conferred by the Association.
OACP President Deputy Chief Roger Wilkie announced the awards during the OACP’s 2025 Annual Conference held in the Blue Mountains, ON, on June 24, 2025. The pair were honoured in recognition of their outstanding leadership and service to policing in Ontario, particularly in navigating the association’s efforts to ensure major legislative and regulatory changes to laws governing policing reflected the needs and priorities of police services and members.
As policing in the province engaged with government decision-makers on the sweeping changes introduced by the new Community Safety and Policing Act, 2019 (CSPA), which came into effect on April 1, 2024, PLAC’s Co-Chairs have played a pivotal role in guiding the OACP, its members and services, through this critical transition. Their outstanding leadership ensured that police services across Ontario understood and were ready to implement the legislative and regulatory reforms with clarity and foresight.
In their roles as Co-Chairs, these exceptional legal professionals led complex and important conversations with government officials, justice system and community stakeholders, and police leadership across the province. Their tireless work ensured that OACP members had a strong legal voice and practical guidance during one of the most significant changes to policing legislation in Ontario’s history.
“Through their steady leadership, extensive legal expertise, and commitment to collaboration, Sharon and Jason have left an indelible mark on our profession and the broader policing community,” said Deputy Chief Roger Wilkie, whose term as OACP President concluded at the Annual Conference. “This award recognizes not just their contributions during this period of change, but their ongoing dedication to supporting effective policing in Ontario.”
The President’s Award of Merit is the OACP’s most prestigious honour, presented annually to individual(s) whose work exemplifies exceptional service and commitment to policing in Ontario. The OACP extends a sincere and heartfelt thank you to Sharon Wilmot and Jason Fraser for their outstanding contributions.
