Key messages can form the basis for all other forms of communication on a topic. They are written in anticipation of, or in response to, an issue or situation. Key messages help the audience understand an issue. They also help the police leaders and spokespersons manage contentious issues, deflect unwarranted criticism and stay focused on their public safety mandate.
