The 2025 Drug Recognition and Enforcement Conference will combine road safety professionals from across Canada for a two-day training event with in-person presentations from experts in the field of drug and alcohol-impaired driving detection and prosecution.
The Conference is open to currently certified Drug Recognition Experts, Forensic Toxicologists from Federal and Provincial Government Labs, and Crown Attorneys.
Speakers will cover topics from current drug trends, drug impairment and vision, legal updates, and toxicology trends and issues.
This Conference will satisfy the IACP requirements for the in-class training for DREs and bi-annual certification.

About Ryan Hutton |
Ryan Hutton is a full-time law enforcement officer for the state of Missouri. He created Extract-ED Training, which provides training to law enforcement, prosecutors, and civilian entities on various topics, including marijuana, drug trends, drug impairment, officer wellness, and leadership. He has given presentations on drug impairment for the Colorado District Attorneys Council, the Florida Coalition for Highway Safety, the National Life Savers Conference and International Chiefs of Police. He is the lead marijuana instructor for the state of Missouri, Missouri Office of Prosecution Services, University of Central Missouri, and Missouri Southern State University. He was awarded Officer of the Year in 2013 by Mothers Against Drunk Driving and Trooper of the Year in 2017, by the Law Enforcement Traffic Safety Advisory Council |

About Chuck Hayes |
Chuck Hayes is the former Drug Recognition Expert (DRE) Regional Operations Coordinator for the International Association of Chief's of Police (IACP). He has over 30 years of experience in law enforcement and ended his career as the Division Director for the Oregon State Police Patrol Services Division. Chuck has attended both the National Highway Traffic Safety Administration (NHTSA) Standardized Field Sobriety Testing (SFST) training, and the Advanced SFST Instructor training courses. He completed the Los Angeles Police Department Drug Recognition Expert (DRE) training in 1986, and the NHTSA DRE training in 1989. In 2024, Chuck was recognized as a DRE Emeritus by the IACP DRE Section and was also awarded the J. Stannard Baker Lifetime Achievement in Roadway Safety Award by the IACP. He has authored numerous publications on drugged driving and was a co-author of the "Drug Recognition Expert (DRE) Examination Characteristics of Cannabis Impairment" also known as the "302 DRE Cannabis Case Study". |

Nick Tiscione is the Manager of the Toxicology Unit at the Palm Beach County Sheriff’s Office (PBSO) in West Palm Beach, Florida. Mr. Tiscione holds a Bachelor of Science degree in Chemistry from Grove City College (2000) and a Master of Science degree in Pharmacy from the University of Florida (2006). Mr. Tiscione was a Staff Assistant (2000) and Crime Laboratory Analyst (2000-2006) in the Toxicology Section at the Florida Department of Law Enforcement prior to his employment as a Senior Forensic Scientist (2006-2018) and Manager (2018-present) in the Toxicology Unit at the PBSO. Mr. Tiscione is board certified as a Diplomate in Forensic Toxicology by the American Board of Forensic Toxicology (ABFT). He is a Member of the Society of Forensic Toxicologists (SOFT), the International Association of Forensic Toxicologists, the International Association for Chemical Testing, the National Safety Council Alcohol, Drugs and Impairment Division and the Florida Impaired Driving Coalition. He is also a Fellow of the American Academy of Forensic Sciences (AAFS). He currently serves on the board of directors for the ABFT, the editorial board of the Journal of Analytical Toxicology, and as the Chair of the SOFT/AAFS Drugs and Driving Committee. |

Edward Zumaeta is a Senior Forensic Scientist in the Toxicology Unit at the Palm Beach County Sheriff’s office (PBSO) in West Palm Beach, FL. Dr. Karl Citek teaches courses in Ophthalmic Optics, Physiological Optics, and Environmental Vision, and supervises student interns in the Low Vision Clinic at Pacific EyeClinic Forest Grove. His current research interests include function and performance testing of alcohol and/or drug intoxication. He is frequently called upon to provide expert testimony on DUI cases throughout the U.S. Dr. Citek is the co-inventor of a patented non-prescription lens design that is currently being marketed by a major sports eyewear manufacturer. Dr. Citek received the Pacific University Faculty Development Award in 2004. He is a Fellow in the American Academy of Optometry. He teaches classes in Physiological Optics, Ophthalmic Optics, Visual Perception, and Environmental Vision. He serves as attending doctor in the College's Primary Care and Low Vision Clinics. He is the Research Coordinator for the Pacific/Nike Research Program. Dr. Citek was a featured presenter (video) on eye movement and intoxication at the 9th annual Mid-Atlantic Regional DUI Conference in Virginia Beach, VA, in March 2008. |
